hw/arm: Express dependencies of xilinx-zynq with Kconfig

Add Kconfig dependencies for the xilinx-zynq-a9 board.
This patch is based on earlier work by Ákos Kovács (i.e.
his "hw/arm/Kconfig: Add ARM Kconfig" patch).
