x86/resctrl: Rename the RDT functions and definitions

x86/resctrl: Rename the RDT functions and definitions

As AMD is starting to support RESCTRL features, rename the RDT functions
and definitions to more generic names.

Replace "intel_rdt" with "resctrl" where applicable.
