arm/build: Explicitly keep .ARM.attributes sections

arm/build: Explicitly keep .ARM.attributes sections

In preparation for adding --orphan-handling=warn, explicitly keep the
.ARM.attributes section (at address 0[1]) by expanding the existing
ELF_DETAILS macro into ARM_DETAILS.
