Revert "r8169: enable internal ASPM and clock request settings".

This reverts commit d64ec841517a25f6d468bde9f67e5b4cffdc67c7.

Jörg Otte reported his 8168evl to increase boot time link detection
from 1.6 to 10 s.

Hayes suggests reverting it for the time being.
