PCI: keystone: Enable compile-testing on !ARM

Currently the Keystone driver can only be compile-tested on ARM, but
this restriction seems unnecessary. Get rid of it to increase test
coverage.

Build-tested with allyesconfig on x86, ppc, mips and riscv.
