octeontx2-af: Update RSS algorithm index

octeontx2-af: Update RSS algorithm index

The RSS flow algorithm is not set up correctly for promiscuous or all
multi MCAM entries. This has an impact on flow distribution.

This patch fixes the issue by updating flow algorithm index in above
mentioned MCAM entries.
