objtool: Add CONFIG_HAVE_UACCESS_VALIDATION

Allow an arch specify that it has objtool uaccess validation with
CONFIG_HAVE_UACCESS_VALIDATION.  For now, doing so unconditionally
selects CONFIG_OBJTOOL.
