target/ppc: implement xscv[su]qqp

Implement the following PowerISA v3.1 instructions:
xscvsqqp: VSX Scalar Convert with round Signed Quadword to
          Quad-Precision
xscvuqqp: VSX Scalar Convert with round Unsigned Quadword to
          Quad-Precision format
