hw: Move PL031 device from hw/timer/ to hw/rtc/ subdirectory

hw: Move PL031 device from hw/timer/ to hw/rtc/ subdirectory

The PL031 is a Real Time Clock, not a timer.
Move it under the hw/rtc/ subdirectory.
