Hexagon HVX (target/hexagon) import semantics

Imported from the Hexagon architecture library
    imported/allext.idef           Top level file for all extensions
    imported/mmvec/ext.idef        HVX instruction definitions

Support functions added to target/hexagon/genptr.c
