migration/rdma: Retire macro ERROR()

migration/rdma: Retire macro ERROR()

ERROR() has become "error_setg() unless an error has been set
already".  Hiding the conditional in the macro is in the way of
further work.  Replace the macro uses by their expansion, and delete
the macro.
