usbnet: Accept mandatory USB_CDC_SET_ETHERNET_PACKET_FILTER request

The USB_CDC_SET_ETHERNET_PACKET_FILTER request is mandatory for
CDC-ECM devices.  Accept this request, ignoring the actual filter
value (to match the existing behaviour for RNDIS).
