tty: move Kconfig entries into drivers/tty from drivers/char

tty: move Kconfig entries into drivers/tty from drivers/char

The Kconfig options for the drivers/tty/ files still were hanging around
in the "big" drivers/char/Kconfig file, so move them to the proper
location under drivers/tty and drivers/tty/hvc/
