hwmon: (pmbus) Add driver for the TEXAS TPS546D24 Buck Converter.

Add the pmbus driver for TEXAS tps546d24 Buck Converter.
The vout mode of tps546d24 supported relative data format,
which is not supported by the PMBus core.
