pci: move typedef, PCIHostState, PCIExpressHost to qemu-common.h.

This patch moves two typedefs, PCIHostState and PCIExpressHost to
qemu-common.h for consistency as PCIBus and PCIDevice are typedefed
in qemu-common.h.
