bpf: Fix warning for bpf_cpumask in verifier

Compiling with CONFIG_BPF_SYSCALL & !CONFIG_BPF_JIT throws the below
warning:

  "WARN: resolve_btfids: unresolved symbol bpf_cpumask"

Fix it by adding the appropriate #ifdef.
