net: aquantia: adding atlantic ptp maintainer

PTP implementation is designed and maintained by Egor Pomozov, adding
him as this module maintainer. Egor is the author of the core
functionality and the architect, and is to be contacted for
all Aquantia PTP/AVB functionality.
