Bluetooth: hci_h5: Set HCI_QUIRK_SIMULTANEOUS_DISCOVERY for btrtl

Realtek Bluetooth controllers can do both LE scan and BR/EDR inquiry
at once, need to set HCI_QUIRK_SIMULTANEOUS_DISCOVERY quirk.
