hw/isa/Kconfig: PIIX4 southbridge requires USB UHCI

This fixes when configuring with --without-default-devices:

  $ qemu-system-mips64 -bios /dev/null -M malta
  qemu-system-mips64: Unknown device 'piix4-usb-uhci' for bus 'PCI'
