Subject: sched,powerclamp: Convert to sched_set_fifo()

sched,powerclamp: Convert to sched_set_fifo()

Because SCHED_FIFO is a broken scheduler model (see previous patches)
take away the priority field, the kernel can't possibly make an
informed decision.

Effectively no change.
