Subject: [PATCH] Documentation: networking: phy.txt: MDIO bus reset is
optional
Update the MDIO bus documentation to mention that the MDIO bus reset
function is completely optional. It became optional with commit
e13934563db0 ("[PATCH] PHY Layer fixup")
