In the kernel-docs.rst, the references on each section of this document are intended to be ordered by its published date, from the newest to the oldest. The Linux Kernel Module Programming Guide was published in 2021; so, it is placed at the top as the most recent publication after the rolling-version "Linux Kernel Mailing List Glossary" reference.
